LOSAP Update - Revised 3/18/01

The Local Finance Board published the final LOSAP regulations in the January 16, 2001 edition of The New Jersey Register starting at 33 N.J.R. 254. They will be codified at N.J.A.C. 5:30-11. The First Aid Council as well as many other interested parties sent in written comments on these regulations.

The publishing of these final regulations means that any town or fire district that has adopted a LOSAP plan can now seek bids from insurance companies and other investment providers to administer their LOSAP plan. These regulations provide guidance regarding LOSAP plan administration and the need for towns to solicit bids from at least two plan administrators before selecting a provider. Squads whose town has adopted a LOSAP plan should contact their town's administrator and make sure that the town is aware of the adoption of the final LOSAP regulations. Each town must follow these LOSAP regulations to fully implement their LOSAP program for emergency service volunteers.

Please note that this plan was drafted prior to the adoption of the final rules and may not be in full compliance. Check with the DCA Local Government Services Staff to see if the plan is still valid.

Third Party Billing -
Recent changes in our bylaws allows certain squads that use third party billing to become members of our organization. Third party billing is not a panacea and there are a number of issues that can negatively impact a squad involved in billing. To download a pdf format (Adobe) copy of a paper drafted on the issue by the NJSFAC click here.
